بررسی عوامل مؤثر بر پذیرش فناوری وب 2.0 در دولت الکترونیک از دیدگاه شهروندان و ارائه الگو: مورد دفاتر پیشخوان دولت در استان همدان

زمینه و هدف: این پژوهش، با هدف بررسی عوامل مؤثر بر پذیرش فناوری وب 2.0 در دولت الکترونیک از دیدگاه شهروندان مراجعه کننده به دفاتر پیشخوان دولت الکترونیک در استان همدان به روش توصیفی- پیمایشی به انجام رسیده است.

روش پژوهش: این پژوهش به روش توصیفی- پیمایشی انجام شد. برای گردآوری داده­های مورد نیاز پژوهش از پرسشنامه محقق­ساخته استفاده شده است. این پرسشنامه شامل 24 سوال در 7 بعد (عوامل اقتصادی، فرهنگی، فردی، فناورانه، سازمانی، انگیزشی و اجتماعی) و 4 سوال مربوط به اطلاعات جمعیت­شناختی بوده است. جامعه آماری پژوهش شامل تمامی شهروندان مراجعه کننده به دفاتر پیشخوان دولت، بخش عمومی و خصوصی در استان همدان است. حجم نمونه با استفاده از روش نمونه­گیری تصادفی طبقه­ای با تخصیص متناسب، 518 نفر تعیین گردید. تجزیه و تحلیل داده­ها با استفاده از نرم­افزارهایspss-24 و Amos-24 انجام گرفت.

یافته ها: یافته­های منتج از پژوهش نشان داد که شش عامل اقتصادی، فرهنگی، فردی، فناورانه، سازمانی و انگیزشی به صورت معنی­داری بر پذیرش فناوری وب 2.0 در پیاده­سازی دولت الکترونیک مؤثر است و اما به علت این که در بررسی عامل فرهنگی و پذیرش فناوری وب 2.0 آماره آزمون کوچکتر از 96/1 است رابطه بین دو متغیر رد می­شود. شاخص­های نیکویی برازش مدل ارائه شده یعنی GFI، IFI، CFI و RMSEA به ترتیب برابر با 901/0، 902/0، 901/0 و 067/0 است. این شاخص­ها نشانگر خوب بودن مدل است و اینکه مدل تحقیق دارای توانایی بالایی در اندازه­گیری متغیر اصلی تحقیق است.

نتیجه­ گیری: بر مبنای نتایج حاصل شده، جهت سرمایه­گذاری در راستای پیاده­سازی دولت الکترونیک بر مبنای فناوری وب 2.0 بیشترین تمرکز بایستی در زمینه عوامل اقتصادی، فرهنگی، فردی، فناورانه، سازمانی و انگیزشی صورت گیرد چرا که هر یک از عوامل فوق دارای زیرمولفه­هایی هستند که با فراهم­سازی زمینه­های ایجاد و توسعه این عوامل، به صورت غیرمستقیم بر سایر عوامل مؤثر نیز ایفای نقش خواهند نمود.

چکیده English

Background and Aim: This research was performed to investigate factors affecting the adoption of Web 2.0 technologies in E-Government from the perspective of the Hamadan province's citizens who refer to the offices of E-government using a descriptive survey.

Methods: this survey is applied using descriptive-analytic approach. To collect the required research data, a researcher-made questionnaire was used. This questionnaire includes 24 questions in 7 dimensions (Economic, Individual, Technological, Cultural, Organizational, Motivational and Social Factors) and 5 questions related to demographic information. The statistical population of the survey includes citizens who apply for public and private sector services to E-government counter offices. A sample using stratified random sampling with proportional allocation was determined 518 people. Data analysis was performed using the SPSS-24 and Amos-24 software.

Results: The results from this research showed a significant relationship between all the 6 factors of economic, individual, technological, cultural, organizational and motivational factors in the Web 2.0 technologies acceptance to implement E-government in the Hamadan. Nonetheless, no relationship was found between results from the social factors and Web 2.0 technologies acceptance.

Conclusion: Based on the results, in order to invest in the implementation of E-government based on Web 2.0 technologies focus should be on the field of economic, individual, technological, cultural, organizational and motivational factors. Because each of these factors has subcomponent that provide the context for development of these factors will indirectly affect the other factors.
